GOAL: the goal of USAID’s Civil Society in Action (CSA) activity is enhancing civil society’s financial viability, capacity, and policy engagement.

The vision for CSA of implementers – Counterpart International and its local partner Urban Foundation is to enable local organizations and civic movements to enhance two key dimensions of civil society: CSOs’ impacts on policy discourse (the external effect) and CSOs’ representation of constituents (the internal effect):
