Aug 2025-June 2026: Water Component: The Irrigated Agriculture Development in Ararat and Armavir Marzes (IADAAM) Project


The goal of the “Water Component” of the IADAAM Project is to support the Water Committee of the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia (WC), the Armenian Territorial Development Fund (ATDF), and institutions in the water sector to improve water management policies, capacities, and tools in the irrigation sector.
The “Water Component” focuses on the following areas:
1. Public policy and reforms aimed at water resources management and irrigation efficiency
- Development of the Strategic Program for Efficient Management of Irrigation Systems and its action plan
- Presentation of recommendations to improve the operations and capacities of WUAs (Water User Associations), “Jrar” CJSC, the Regulatory Council governing WUAs, and their executive bodies
- Assessment of the effectiveness of institutions implementing irrigation programs and development of improvement proposals
- Legal framework analysis and development of recommendations for Integrated Water Resources Management (IWRM)
- Proposals to improve public-private partnerships in the irrigation sector
- Establishment of a policy dialogue platform for irrigation between public and non-public stakeholders
2. Technical, institutional, and social engineering of water resources and irrigation networks
- Measurement, mapping, technical and financial assessment of state-owned irrigation systems, and development of an investment prioritization methodology
- Development and introduction of modern program management software to ensure proper program administration
- Development of an Integrated Water Resources Management (IWRM) model for the river basin of target WUAs
3. Training, information, and monitoring system
- Water balance assessment, modeling, and monitoring
- Capacity building for staff of WUAs, “Jrar” CJSC, the Regulatory Council, and the Water Committee
- Software for Supervisory Control and Data Acquisition (SCADA)
- Development of contractual and legal capacities
- Capacity enhancement through international experience exchange
The Irrigated Agriculture Development in Ararat and Armavir Marzes (IADAAM) Project is funded by the European Union (EU) and the French Development Agency (AFD).
The Armenian Territorial Development Fund implements the “Water Component” of the IADAAM Project and delegated technical implementation to the Consortium of AMPERA LLC and the Urban Foundation for Sustainable Development.
