Gyumri-Kars Urban Heritage Common Notepad

The presentation of the “Gyumri-Kars Urban Heritage Common Notepad” book, that took place on September 8, 2017, was the closing event of a project “Young Professionals from Armenia and Turkey as Advocates of Common Urban Heritage”, implemented by the Urban Foundation for Sustainable Development within the framework of the “Support to the Armenia-Turkey Normalisation Process” programme supported by the European Union.

The project aimed at promoting a dialogue between young urban development professionals of Armenia and Turkey through joint study of common history and contribution to the protection of common urban heritage. The book is a joint effort of Urban Foundation for Sustainable Development (Armenia), urbanlab Socio-Cultural Foundation (Armenia) and International Inclusion Institute (Turkey).

The book is about Gyumri (Kumayri) and Kars (the capital of Bagratid Kingdom of Armenia in the 10th century) that are now neighbouring cities – one in Armenia, the other in Turkey. Even though these two cities have gone through different historical circumstances and fortunes, they managed to shape their urban pattern and architecture with many similarities, many of which the authors beautifully depicted in the book.

Public Hearings in Goris and Gorayk on Solid Waste Management Strategy: Clean Alliance

Within the framework of Clean Alliance project funded by EU and implemented by the Consortium led by Urban Foundation for Sustainable Development, public hearings were held on the draft solid waste strategic plan for Goris and Gorayk amalgamated communities. Based on the discussions and recommendations by citizen the strategic plans will be finalized and approved by Community Councils of Goris and Gorayk communities.

Message Development Workshop in the framework of “PURE-WATER” project

IMG_20170802_124109On August 1, 2017, UFSD organized Message Development Workshop in the framework of USAID-funded “PURE-Water” program. During the workshop the general understanding about potential messages to be delivered to different stakeholder groups was compiled by using the input of the workshop participants. Target audiences, communication channels were identified. The participants had the opportunity to work in groups, as well as to make a group presentation. The workshop was designed and facilitated by Armenian and American experts with support of PURE-Water team.

Among the participants of the workshop were representatives of the RA Ministry of Nature Protection, RA Ministry of Agriculture, Armavir and Ararat marzpetaran, Ararat and Armavir marz local governance, USAID, environmental NGOs, ASPIRED project, business community and project partner NGOs.

The messages developed will be verified during the focus group discussions on August 3 and 4, 2017.

USAID Funded PURE-Water Project Holds Public Launch Event

On July 18, 2017, the USAID-funded Participatory Utilization and Resource Efficiency of Water (PURE Water) project launched its activities in the country by signing Memoranda of Understanding with 12 communities of the Ararat Valley. In attendance at the public launch event were U.S. Ambassador to Armenia Richard Mills, Jr., USAID Armenia Mission Director Deborah Grieser, Armenia’s Minister of Nature Protection ArtsvikMinasyan, Deputy Minister of Agriculture Armen Harutyunyan,Deputy Minister of Territorial Administration and Development,State Committee of Water Economy Deputy Head Hovhannes Harutyunyan, Government of Armenia officials, representatives of the partner communities, local and international organizations.

The goal of the PURE Water project is to reduce groundwater abstraction in the Ararat Valley and to increase water productivity, quality and efficiency of water use through public awareness campaigns and increased citizen participation.

The three-year PURE Water project is implemented by the Urban Foundation for Sustainable Development in partnership with the Country Water Partnership NGO, and the Environmental Law Resource Center at Yerevan State University.

PHONE SURVEY INSTRUMENT CONSULTANT (SERVICE AGREEMENT)
Background to the project
The PURE-Water program is supported by USAID and implemented by the Urban Foundation for Sustainable Development, Country Water Partnership and YSU Ecological Law Resource Center. The program is designed to contribute to the creation of an enabling policy and regulatory framework, strengthening and institutionalizing public participation and raising awareness for the improvement of water resource management in the Ararat valley. The Activity will work with all stakeholders affected by the sector, including residents of the Ararat and ArmavirMarzes, local governments, community active groups, etc.

The overall objective of the PURE-Water Program is to increase water productivity, efficiency, and quality, as well as foster behavioral change to reduce the rate of groundwater extraction in the Ararat Valley.

Introduction to the Task
Under the PURE-Water program, the Country Water Partnership is looking for a Consultant who will introduce and install automatic phone survey instrument in the partner communities of the PURE-Water as an oversight and feedback mechanism promoting the more efficient water resources management. At the same time the consultant is expected to train partner communities’ representatives in using the instrument and preparing relevant reports.

Duties and Responsibilities
• Provide the Technical Assistance (TA) in data collection methods for the phone survey instrument, and adapt them for water sector.
• Design the oversight and feedback methods through phone survey instrument.
• Install the phone survey instrument in 12 target communities.
• Produce a User-friendly Guide on phone survey instrument design, service and exploitation.
• Provide training modules, as well as training, coaching and mentoring to phone survey instruments’ users, communities active groups and other stakeholders.
• Provide analytical report with recommendations on training and on follow-up, observations of practicing the instrument by communities.
• Perform other duties related to the task per project management request.

Qualifications and Experience
• University degree in engineering, computer science, communication or other relevant discipline.
• At least 5 years of professional experience.
• Experience in campaign planning and implementation on national or local issues.
• Strong familiarity with national and local government systems and functions.
• Knowledge of and working experience with survey instruments.
• Excellent communication skills: writing, speaking and listening.
• Must be capable of working both individually and as a part of the team.
• Willingness to travel nationally.
• High degree of accuracy and attention to detail.
• Fluency in written and spoken English and Armenian.
• Computer skills, including relevant software.

Major Deliverables
• Design and concept of the phone survey instrument.
• Installed phone survey instrument in the PURE-Water communities.
• Training modules for practicing phone survey instrument.

WATER POLICY EXPERT
Project Title: “Participatory Utilization and Resource Efficiency of Water (PURE-Water) Activity”, Funded by USAID

Duties and Responsibilities

• Provide technical assistance (TA) in oversight of policy watchdog and performance monitoring activities of grantee and partner CSOs, as well as active water groups.
• Provide TA and support to national advocacy networks and coalitions for effective coordination and development, campaign planning and implementation.
• Contribute to the development of the informal water sector public advocacy network and the formal public advisory councils.
• Contribute to development and improvement of national and local level policy regulations and issues related to civil society enabling legislation and policies.
• Provide TA in developing advocacy modules and educational materials and providing training, coaching and mentoring to local advocacy groups and partner organizations.
• Support the project team on shaping policy advocacy agenda and strategy, including advising project team on the appropriate outlets and timely dissemination of advocacy and communication materials to target audiences.
• Formulate action plans for specific initiatives that would generate stakeholders’ participation, aiming at building relevant platforms and channels for their voices to be heard and for policy influencing.
• Manage activities aimed at developing mechanisms and disseminating information for effective citizen participation in policy processes.
• Provide TA in working with government agencies, business community, media and other stakeholders to create effective links with civil society organizations and networks.
• Facilitate network coordination, development and capacity building activities.
• Provide TA on Virtual Platform design, giving all visitors direct access to information that will help them to be better informed and better prepared to follow and participate in the decision-making process, to enjoy their rights and to play their roles as a citizen to the full.

• University degree in development, political/social science, environmental management or other relevant discipline.

Project objectives:

The Objective of the Activity is to increase water productivity, efficiency, and quality, as well as foster behavioural change to reduce the rate of groundwater extraction in the Ararat Valley. This Objective will be achieved through:

1) policy dialogue for improvement of regulatory framework,
2) intense participation in and supervision of water resource management,
3) increased public awareness and behavioural change and
4) mall-scale water infrastructure pilots to complement local water needs identified and implemented.

Scope of work
The Water Policy Expert is responsible for the overall coordination of all advocacy and legal capacity building and monitoring tasks. The expert will ensure the technical capacity for water police activities within the project, which will foster broad participation and access to knowledge and will ensure that all stakeholders, and particularly the residents of target communities, participate in the process of shaping policy and are empowered to monitor the implementation of policy decisions.

The role of the Water Policy expert is to support the oversight function of civil society watchdog organizations, supporting the organization and implementation of advocacy campaigns and building the advocacy capacity of the activity groups (CWGs, WPAN, PACs, etc.) and CSOs. The Water Police expert will work in close cooperation with the PURE Water project management team and all consortium members’ staff.
