Participatory Monitoring Training Expert

– Build capacities of community stakeholders through targeted capacity building activities in the use of public oversight mechanisms to monitor water quality and quantity, usage, and basin planning and management
– Develop training modules and conduct targeted trainings with different groups of stakeholders, including youth, Community Working Groups (CWGs), women, Water User Associations (WUAs), Civil Society organizations (CSOs)
– Develop a training toolkit for trainings on Participatory budgeting during which dialogue and collaboration are expected among all stakeholders (citizens, associations, and local authorities). It is a process lasting several months, when stakeholders identify, deliberate, and prioritize issues in the water resource management and include them in the community budget
– Develop a training toolkit for trainings on Social audit aiming to improve the performance of relevant authorities and in so doing enhance accountability and transparency

Required Qualifications
– University degree in finance, economy or other related field
– At least 5 years of professional experience, preferably in water sector
– Strong familiarity with national and local government systems and functions.
– Excellent interpersonal skills, including patience and diplomacy
– Must be capable of working both individually and as a part of the team
– Willingness to travel nationally
– Excellent communication skills: writing, speaking and listening
– High degree of accuracy and attention to details
– Fluency in written and spoken English and Armenian languages
– Computer skills, including experience using Microsoft Word, Excel, Power Point and e-mail

Background to the project:
The PURE-Water program is supported by USAID and implemented by the Urban Foundation for Sustainable Development, Country Water Partnership and YSU Ecological Law Resource Center. The program is designed to contribute to the creation of an enabling policy and regulatory framework, strengthening and institutionalizing public participation and raising awareness for the improvement of water resource management in the Ararat valley. The Activity will work with all stakeholders affected by the sector, including residents of the Ararat and Armavir Marzes, local governments, community active groups, etc. The overall objective of the PURE-Water Program is to increase water productivity, efficiency, and quality, as well as foster behavioral change to reduce the rate of groundwater extraction in the Ararat Valley.
