Monitoring Specialist

Position: Monitoring Specialist

– Carry out the M&E of the project, conduct quality data collection for adequate M&E of project implementation. Record, manage and preserve M&E data in a safe and accessible way. Analyze and discuss the findings based on the collected data
– Assist the Project Team in the identification of priorities, needs and indicators, potential implementation problems and bottlenecks and recommend appropriate strategies to address them
– Provide technical support on M&E and evidence-based recommendations to the Project team. Contribute to the technical design of M&E methodologies
– Participate in project decision-making and strategic planning processes, as well as budgeting of the project quality and fundraising unit
– Contribute to the development and implementation of the Pure Water evaluation and learning (E&L) strategy
– Any other responsibilities as may reasonably be required

Required Qualifications
– Higher education, preferably in Social Sciences, international development and/or another relevant field with a concentration in accounting or finance
– 3+ years’ experience in M&E, grants programs (grants financial management, finance, accounting, and/or auditing). USAID-program experience is highly encouraged
– Excellent analytical, communication, problem-solving, teamwork and leadership skills
– Fluency in written and spoken Armenian and English is required
– Computer skills in MS Word, Excel and other database software
– Ability to interpret complex grant funding requirements, submissions, and budget projections

Background to the project:
The PURE-Water program is supported by USAID and implemented by the Urban Foundation for Sustainable Development, Country Water Partnership and YSU Ecological Law Resource Center. The program is designed to contribute to the creation of an enabling policy and regulatory framework, strengthening and institutionalizing public participation and raising awareness for the improvement of water resource management in the Ararat valley. The Activity will work with all stakeholders affected by the sector, including residents of the Ararat and Armavir Marzes, local governments, community active groups, etc.The overall objective of the PURE-Water Program is to increase water productivity, efficiency, and quality, as well as foster behavioral change to reduce the rate of groundwater extraction in the Ararat Valley.
